There was a discussion between RDK and Rekty today about robbery's, and it got me thinking about the way robbery's handled, and then I was in my very own robbery, with a hostage, who was also a police officer. ( hostage takers didn't know it wasn't allowed [which to my knowledge it isn't allowed] )
There was a point made by RDK saying, quote " Do you know how often a bank vault is actually robbed " And I decided to do some googling, I googled how many banks are robbed a year in Los Angeles, and the first result was 212 bank robberies last year, cross checked that with another website and they confirmed that it was 212 bank robberies but it was in 2013.
So I dug a little bit deeper until I found the real FBI's bank crime statistics for the year of 2016 and it gave me just what i needed to make my point (here's a picture of what i'm looking at)
you're gonna have to click into the picture to full screen it so you can actually read it, ill give you the run down anyway, for the year of 2016 we had 65 bank robbery's total in Los Angeles , 65 for the whole year.
Moving on to the point of all of this, and a few questions:
Why can civilians rob as much as they want?
Why is there no priority cool down?
Why are robbery's so infuriating for both sides?
Why can Civilians rob as much as they want?, If this was IRL (Which we are trying to replicate in the server in some way for Serious RP) The same place wouldn't be robbed twice in one day, that's not realistic. Suggested change: Priority cool down, 5 robbery's total for a week or one daily
Why is there no priority cool down? I honestly have no idea, I believe it would befit the server greatly as long as it only affected Bank robbery's.
Why are robbery's so infuriating for both sides?
I've been on both sides of a robbery, I've robbed as a criminal (very long time ago) and I've been on the police side of things A lot over my time within the server, when I was a civilian robbing stuff, it always felt like cops had the advantage every single time, they would bring in helicopters with snipers everywhere (this was a very long time ago) and just have every single advantage they could get. Suggested change: What ever the maximum officers set to be able to rob the place, should be the amount that can respond. (Ex. if it takes 6 officers to rob a bank only 6 officers can be on scene or involved with the scenario or the chase Regardless if there are officers who are KIA/Downed Max response 6 officers.)
And on the cop side of things you get angry that there are only so many ways this scenario is going to go, and its always the same, Its either the robbery is going to end with a shooting, every officer getting killed by the robbers or outside shooters, or cops win and you are still just as mad, I've won robbery's without issue and logged off as soon as I could, in no way are robbery's fun for me personally. You respond on scene of a robbery, the people inside are making demands and have a hostage, now you do not know if this hostage is Real or a fake hostage (keep this in mind ill discuss it later) but you need to be aware that the hostage could be a fake hostage that will turn around and shoot you soon as everyone is in detained or have been shot.
for police there are only a few ways the robbery can go, We could
>Negotiate the hostage to be released, but the HT (hostage taker IE Robber) gets free passage. (I've heard stories of hostages getting out of the robbery and then the officer not giving the hostage taker free passage, have not seen it myself.)
> Negotiations can fail ending in a shootout and the hostage being shot.
> Ends in shootout with outside shooters.
> Any Robbery can take from 10 mins to 2 hours, I've had robbery's that have lasted 2 hours, and it is the most Infuriating thing in the server, its not good for either side.
(Not saying they should all be 10 mins, that's unrealistic.)
Suggested change: Limit the amount of robbery's you can do weekly/daily, and limit the amount of banks that can be robbed to ones that have more than one entrance (To make things more realistic, and fun for police.)
and some of the civilians that read this will be confused, Fake hostage? Well I've been in the server for a nice long bit now, and I've been at a lot of robbery's in my time being a police officer within the server, 90% of the time the hostage is fake. and that is dumb as hell. yea someone COULD have a fake hostage irl. but they wouldn't, because that's dumb as hell. Suggestion: Disallow fake hostages per server rules.
And that's all I have say on the topic, thanks for reading this long ass post, I hope GTA Leadership decided to add something listed here.
TL;DR: No more fake hostages Make it against server rules
Limit the amount of robbery's you can do Daily / Weekly

Add Priority cool down, 5 robbery's total for a week or 1 daily

TL;DR AT THE BOTTOM but you should read the entire post
