Drivers license missing, cant take test, cant buy gun license

This player was not able to buy a weapons license even though he had a driving permit and license when I used f6 citizen interaction, player id. but in his inventory he did not have the physical drivers license as that was taken away from him when he died. I tried to revoke the licenses so he can take test again and get the physical part again but its not letting him take the test.
What should be happening instead?
He should be able to buy a weapons license since he had Dpermit and Dlicense.
He should be able to take Dpermit test and Dlicense test again
