F2 Menu Showing Up Now

Please describe the issue in as much detail as possible.

When we press F2, it doesn't just open up the player's inventory. It now opens up another menu across the bottom. It makes our cars and people invisible, allows people to get into PD, and pretty much giving the whole server no clip

What should be happening instead?

I'm pretty sure this menu shouldn't be showing up at all

Press F2 to open it. Press F2 to close it again
