First off, we should have multiple types of homes, from apartments to houses to mansions. They should be located based on their level of class throughout the city to assist with the immersion aspect.
Secondly, These types should vary in size and quality. So the cheapest apartment should also be the smallest and have the smallest storage space, it should also start out in shambles and as you invest into it, you can upgrade to a cleaner apartment, better styling options instead of the bland all white design that you would start with.
Perhaps as you invest in a better home or a mansion as a next step up, it will have certain empty rooms that you can "purchase" setups for. A beneficial example to this would be, the heist room, based off the GTA V Heist room, you can literally tie this into bank and jewelry store robberies. Basically a heist room is required in order to have access to committing robberies at a bank or jewelry store. You could take this one step further to perhaps limiting the owner of the heist room to 1 robbery of each store per day. In the heist room, you would need to store the appropriate equipment in the table in order to enable the ability to conduct a heist. When a heist is conducted, the table consumes the equipment involved in that heist.
Allow PD the ability to get warrants for player owned housing(This will require a CAD system). When PD gets said warrant, they will gain the ability to search that player's house and storage for illegal items.
Basically this would put some roleplay esque barriers and intricacies to things like robberies, I'm sure there's other rooms one might come up with that could make this even more useful upgrade-wise. It would be a fun money sink for those with a ridiculous amount of money. Ultimately it adds another thing for us to spend money on that's not cars and guns.
