(TS) Allow ECs/channel admin to have more talk power

So my suggestion is to allow Channel admins to have +1 talk power. I am not sure if this is possible but what this would do is allow event coordinators to mute everyone but themselves in their event channel so they can explain the game or settle things down.. Now if you cant make it so they have +1 then i suggest allow ECs to have 16 talk power instead of 15. This wouldn't affect anything since managers have at least 20, and every rank goes up 5 talk power so the + 1 wouldn't affect anything either.

3dsam1 ECs should be able to grant talk power to themselves, but I will personally look into what their powers actually are and get back to you via discord. Thanks, closed.
