CS Surf RTV

I am suggesting, we return the amount of time it takes to RTV back to how it was. After 5 minutes, the server should be allowed to RTV.
Right now, it is instant, meaning.. everyone can get onto a map, and instantly RTV it. Even though, majority of people voted for that map. It was fine the way it was i think.

There was many examples today, where i was on, and we loaded onto a map, and I didn't even have a chance to try to beat the map, because it was RTV'd immediately by people who just gave up.


SHORT VERSION:
Change it to a 5 minute timer for the RTV, instead of instantly allowing people to RTV.

+1, the amount of times today that maps were RTV'd back to back was annoying. Changing it to 5 minutes would help with that problem

+1, Some people just RTV'd back to back just because they cant complete the map and it can be annoying. Changing it to 3-5 minutes would help with that problem
