Plugin isn't loading, ranks aren't loading, zones aren't loading

Surf

Please describe the issue in as much detail as possible.

I'm assuming a plugin or something isn't loading on server. Ranks aren't loading for anyone, everyone just has Unranked. Zone's aren't loading either making it impossible to complete any map. RTV'd a few times and still didn't fix the problem.

What should be happening instead?

Ranks should be showing, zones should be loading

Play a map on surf
