GTA V - RP What is considered In Character and Out Of Character

I would like to see a new rule implemented. I've seen a lot of grey area regarding in and out of character situations being used in a manner that I consider to be a bit of a stretch.

I would like to suggest a new rule that the ONLY thing that may be considered IC words written or verbal must happen INGAME ON SERVER. Any actions that may be considered IC must be taken INGAME ON SERVER. Any observations of actions or words, verbal or written must have been observed INGAME ON SERVER. The only exception to this is if an individual willingly provides their OWN recording of their OWN actions as an IC reference OR if an individual is using recording software that records INGAME ON SERVER actions or words, written or verbal.

In addition to this, the only OUT OF GAME OUT OF SERVER information that may be used in character is Police, EMS and State radio traffic in TeamSpeak that may be recorded or physically heard by the complainant.

In essence this means that:

Anything written, heard or observed on Discord is not considered IC and can not be used as such
Anything Written, heard or observed on Teampseak is not considered IC(With the exception of radio chatter and MAYBE Departmental meetings or SPECIFICALLY AND CLEARLY IDENTIFIED AS IC private meetings in TeamSpeak)
Anything written, heard or observed on a streaming service such as Twitch, Mixer or youtube OR any of the resulting videos saved afterward is not considered IC(Unless the footage is personally recorded by the complainant's own software of INGAME ACTIONS and willingly provided as a reference for IC use aka not a recording of a recording/stream)

I believe the lines for In Character and Out Of Character have reached a point where they have become too blurred and I am not comfortable with it. I personally feel it's reaching a point where the current use of these definitions if not clarified will lead to a loss of community members.

I agree, but allow the Civilians to also use Teamspeak the same way the Police and Ems do, radio's shouldnt be restricted. And possibly make someway to communicate in game with people who are offline, like leave a message behind of some sort. I see the usage of discord mainly because it is hard to have all the people you want to talk to to get in the server.
 
The idea behind this is not to deter communication options, but to deter the enacting of any sort of punishment against someone based on these methods of communication/action in an attempt to claim that they are in character incidents when using them as evidence.

The current rules already disallow this, but we will work to clarify it.
