Cannot speak ingame while in tablet

Please describe the issue in as much detail as possible.

If you open up the tablet, you can not speak in game while it is open. Not sure if this is a bug or simply lacking feature.

What should be happening instead?

Should be able to talk while in tablet.

Open tablet and attempt to talk ingame

This is how it's supposed to be, its like you can't talk in-game while you have the Steam overlay open
