Counter-Strike Global Offensive Jail Server Counter Terrorists and Highdive

Why is it allowed for counter terrorists to camp on highdive on maps like jb_clouds?
Is it not a T game and regardless its hard to even see CTs unless you have an awp.
I just would like an explanation real quick as to why its allowed I really do not know.

CTs are allowed to be on high-dive as it doesn’t break the camping rules. The camping rules state you cannot block the entrance or exit of a secret; this isn’t a secret. It also doesn’t count as playing a T game cause the intent of the game is to drop into the water, which the CTs shouldn’t be doing and if they did attempt to jump in the water it would be playing T games.
