GTAV GtaV - street racing script/phone app

What I was envisioning is a script where you could open an app create a race instance where people could join a set track. (Track could be a preset list of gps locations) and pool money into the app. Race host could change the settings of the race (laps, pool money, jackpots, ) and the race would start when the race host starts a countdown (via notifications) that starts the race. While racing the gps would change points signaling checkpoints on where to go.

(Somewhat like what NoPixel has)
Ik this seems difficult to make but would it be possible to make part of it?

I'd love to see this on the server, would be really cool to have the ability to set up and participate in street races

One of the issues listed: "I'm running a server, with plenty of resources in it, but it's completelly amazing to see how much this script consumes, killing the rest of resources till the race is over or producing a massive fps loss."
