CT Bans are not working correctly

Please describe the issue in as much detail as possible.

On Jailbreak using the /ctban command if you use a time longer than 15 minutes it will automatically slay the CT and switch them to T instantly instead of waiting for the round to end.

What should be happening instead?

16+ min ct bans should wait till the end of the round to slay the person and swap them

type /ctban <playerName> 16 xd

Going to be marking as not a bug. Anything over 15 minutes is looked at as a ctban rather than just a revoke, and is intended to slay them.

As for the other thing, I'll look into that~
