Removing a spray ban not working

Please describe the issue in as much detail as possible.

After spray banning a player, the ban cannot always be lifted. It will show no ban is in the system but the player still cannot ban

What should be happening instead?

The ban should lift upon confirmation of removal of spray ban.

Please describe how to replicate the bug in as much detail as possible

Spray ban a player, then attempt to remove the spray ban.

Any extra info we may need to know

This has happened with at least Kate Awpton and BubbleBoy.
