Resolved [FORUMS] Existing user can access and fill out join application

I can currently click join and fill out my application for "e". I'm gonna go out on a limb and say we probably do not need people who already have their e or even eG's+ filling that out again. Maybe this is intentional so we can link people to it, but maybe there is a better method?

I figured this is just a permissions issue or something worth mentioning, so just in case.

After posting I see SmeaR made an app xD. I'm going on a limb saying you know about it, and it might be just what I mentioned and intended for linking to. But either way.

As Smear said, while this isn't the best protocol, if an existing member abuses the system appropriate action will be taken against them.
