Medium Priority DS perks for TF2

so on TF2, some of the DS noticed that they are being swapped to different teams, I asked DrkChocolate if it was suppose to be a DS perk and she said yes, sooo I'm betting something got mixed up which removed that permission for DS' to be swapped for auto-balance.

BTW im trying to say that DS shouldn't be swapped to the other team for balance.
