why can members of my gang buy gang perks, we have been saving up for a while to get the highest bomb icon and then a member not even an admin comes along and spends 30k on bomb icons

Shouldn't be like that. Perhaps check your gang settings, and then if it is set up so that a member can not do it, submit a bug request here:
