How to turn off v-sync (amd rx570)

So for some reason, i cant turn off vsync. i have turned buffering off in the video settings(in game). i have turned amd freesync off, enhanced sync off, wait for vsync off and ive tried doing some tutorials on youtube (not many) but im still capped at 75 fps. this is probably an amd driver problem, because when i set cl_showfps 1 in the menu, i get 120fps, but when i see the fps i get in the amd statistic overlay, i only get less than or equal to 75fps.
anybody have an idea? i really want to get back in the game.

You might have an FPS cap on, I'm certain there is a console command to fix that.

what luxworld said. Also why do you want to turn off vsync? I always run in fullscreen windowed mode so it doesnt tear, and doesnt have input lag.

Is fps_max still a command? I believe setting it to 0 removes the cap on Source games.
