Events draw spectators into selection
What server are you reporting this issue on?

Please describe the issue in as much detail as possible.
When an event occurs, the system selects spectators in addition to players who are alive. For example, in SCP and Absolute Chaos, the spectators are drawn into selection.
What should be happening instead?
Spectators should be left out entirely.
Please describe how to replicate the bug in as much detail as possible
Allow an event to occur or run an event.
