That's just a texture. It's meant to work with this script, which requires RAGE Plugin Hook and would most likely be incompatible with fivem as a result. https://www.lcpdfr.com/downloads/gta5mods/scripts/19488-police-tape/

Will have to look and see if theres any other scripts out there that have similar functionality.
