Battlefield 3 Question

So I'm trying to unlock the rsc I think it's called. But it just stays at 0% completion. And yes I'm using the right gun and getting the amount of kills it said to unlock. Is it only for dlc holders or is there a way to activate it or something.

First, double check that you are doing the requirements EXACTLY as it states. If it doesn't work, you might need to put in a ticket to EA to get that unlock. There are a series of unlocks that are not properly unlocking.
