If you're actually serious, then....
Depending on where you live, you may have a problem. Typically when you do an insurance claim, it's your insurance talking to the other drivers insurance in order to get it done. You can't usually go yourself through their provider to make a claim.
You also may need a police report as well for the provider to start the process - in which you'd likely run into more issues for having an uninsured vehicle. Even if you aren't driving the vehicle currently and its just parked, you should still have fire + theft insurance on it.
If you are driving with no insurance, you should get some ASAP cause if you get in an accident without insurance, your life can be pretty well ruined.
