2000 votes needed to votescramble

Description of the bug.
So a bunch of people who were q;'d together left, leaving the server unbalanced, I did !votescramble to try and balance it out, but it stated it wanted 2k votes to do it. Pretty sure that isn't intended

What should be happening instead?
A actual reachable amount should be required.

Describe how to replicate the bug.
Hop on the server and do !votescramble

This is actually a bug I fixed a while ago, not sure what the status is on the update for the scramble plugin.
