What causes the "stiff" person?

While I was playing Convoy, I saw a pyro that was stiff.... he moved down the cat walks without moving his legs or anything. Then he was in their intel room stiff as a board. What causes this? Puddin' Pop (eg) was playing the game too and saw the guy. I have never seen it outside of youtube videos...

Its called the civilian, I know how to get there (console command), but I think I'd be better off NOT telling.

Its griefing, the person is breaking the rules.

Puddin' Pop did not know what was up either... the person was on the other team, so I did not get their name... maybe Puddin did.

Yea its called being a civilian. No clue how people do it, but I thought that they fixed it in a patch earlier...

searched google for tf2 civilian... wikipedia has an entry on it... Stupid thing to do during a real game... but to each their own...
