1. There should be a longer wait until you're able to re-nominate the same map.
2. Weight system. For wardens there's a weight system which once after you get warden you get a 50% chance to get warden, this system should also work for nominations. Lets say quake was to get played then you would have to wait for 7 (or whatever the number is) maps to be able to re-nominate it, then if the map gets instantly picked after those 7 maps then it has weight, so now instead of waiting 7 maps you would have to wait 9 (7 + w (w = weight)). Then lets say if it doesn't get instantly picked after being able to get re-nominated but it gets picked the map after, then it should only be 1 more map instead of 2 (7 + 1/2w).
3. Add/remove maps more, with this there should be more new maps so people are more intrigued to play these new maps. But at the same time you should remove certain maps because if the map is boring with just a maincells and 2 map games then its underplayed for a reason and isn't underplayed like other maps because people haven't spent enough time on those maps and haven't ever seen them.
4. Have underplayed maps win 50/50 's more or have a lower % needed to be picked. What I mean is if both maps which are nominated and are in the final vote and they both get the same equal amount of votes then the one which hasn't been played as much wins the 50/50. What I mean with my other point is that if a map is underplayed it would need 45% of votes to win over the other one instead of 51%, this is optional and I'm not sure about it.
