Good afternoon everyone, on May 2nd, 2021, the San Andreas State Police was involved in a Officer Involved Shooting in which Dakota Rodgers was killed. This post outlines the investigation that both the officers and the Department of Justice took to find out the proper information, and what the Department of Justice is doing in response to this. However, since the document is long, I will have an abbreviated version as well, which is:

On May 2nd, 2021 Major Austin Clarkson shot and Killed Dakota Rodgers despite being in handcuffs while in police custody. After investigating the incident, the District Attorneys Office has decided to press charges on Major Austin Clarkson. These are the following charges:

Felony Murder
Felony Manslaughter
Aggravated Assault
Unlawful Discharge of a Firearm

This will also hopefully remind people, that the District Attorneys Office are not the people who are solely here to help cops. We are here to prosecute criminals while a majority of the time is working with Police, in rare and unfortunate cases it does include prosecuting former officers of the law.

In the document linked you can see a full explanation, but long story short, the actions he commited fit both crimes. Due to the 5th amendment, he wont be Punished for two seperate charges for the same act, but he can be charged with them.
