Can't Open Steam or any steam games.

I get an error saying

Steam.exe (main exception): Unable to load library SteamUI.dll

How do I fix this?

uninstall steam through control panel and then reinstall off steampowered would be my solution its a pain I know but I think its the only way

WAIT there is one solution

install over Steam itself, and when it says overwrite files, just click yes to all... you will have a fresh copy of steam, but you will still have the games... ive done it multiple times, and it works like a charm everytime
