Random Video black-outs with sound looping

my video goes black and the sound loops, i have to wait and restart my computer. this usually happens when i'm playing CS:S TF2 or GMod. you guys have any ideas why this is happening or how i can fix it?

well what type of card do you have?

If your card is making a loud noise, thats means you dont have power hooked up to it if it needs it. Give that a check. Unless you mean your computer sound loops then ill need more info on what card you have.
