Short description of the bug.
Able to access inventory while cuffed

Description of the bug.
I was able to access my inventory and place items in the glove box of a police car while soft cuffed. Cop reports being able to see items when searching me but I'm unable to see them in my inventory

What should be happening instead?
Shouldn't be able to access inventory while cuffed or at very least not place items into cop car inventory

Describe how to replicate the bug.
1) commit crime
2) be dumb and trust a dumbo who can't shoot
3) get arrested
4) after getting soft cuffed and placed into police car hit tab
5) drag illegal items into glovebox so you don't get caught
