Alright, here me out before you jump to conclusions.
I am suggestion that we go back to a partial system of what we had before hand, where we allow the police to fine an individual, which goes to a bill section for the individual, who can choose the pay the fine or not. Now, the main concern is that no one will pay the fine, and so, the solution would be to only allow optional fines for a citation. Any time an individual is arrested, they would be fully billed with the current system we have now. If someone doesn't pay the fine for the traffic ticket, on the next traffic stop that the individual will eventually be in, the officer will see that he didnt pay the fine, and then the officer would be able to arrest him for failure to pay. And, if the individual continues to elude police, or is never stopped, a warrant could be issued, or the police may seize property belonging to the individual in order to pay off the fine. Which, could include interest on the fine. In addition, after say, 2 weeks, of not paying, your license could be suspended.
Now, why do this?
Well, for starters, it allow more Roleplay to happen. It can provide the ability for people to go to court to contest small citations. Which could be interesting. In addition, we could see cops starting to revoke peoples license, or seizing assets.
And second, why not? It is kind of dumb to force people to pay a fine with absolutely no way to get out of it, especially for something as minuscule as a citation. The main concern is that we did this before and no one payed the tickets. So, start arresting people if they dont pay. And once they are arrested, you should be able to use the other option which does force the amount out of their bank instead of allowing them to pay it. This way, if someone is arrested, they could be force billed for both the citation, the interest and the fine for the charge they wound up with.

This would definitely add to the roleplay.
