Guards can speak almost immediately after warden gets picked

Description of the bug.
When the warden is chosen guards get muted for 30 seconds. In this case they can speak almost immediately after.

What should be happening instead?
Guards should be muted for 30 seconds

Describe how to replicate the bug.
Let a warden be chosen then try to speak as a guard (without admin perms).
