Within certain distance of boss circle allow employees to remove scenes

people are able to tag or do dumb crap with the scenes command on business and businesses can't do anything about it like an angry note being stuck on the front door of the DMV for 24 hours when realistically i'd of torn it down as soon as i got there

having some way to remove other peoples scenes at businesses would be great, one way to do this could be to set a radio on a boss circle that gives employees permission to remove scenes

An Additional option would be give the remove scene option to everyone have the fights that come with this result in rp. So not just boss menus or businesses but anywhere
allowing people to tag over and remove others graffiti at the risk of a fight.
