Delivered GTAV Make Reports Editable for up to 24 hours

With the new MDT system we have to make people wait for our reports to be completed in order to book them otherwise we cannot edit the report. This can sometimes be lengthy for more complex scenes.

I'd recommend:

• Make reports editable for up to 24 hours after submission (even 2 hours would be a huge win)
• Allow Supervisors to edit reports after this fact

This is only referring to the Report Text/Title and not the charges / time / fine
