Voice Proximity not displaying different tones

Description of the bug.
when cycling through voice proximity the icon in the bottom left of the screen will not change or move at all, meaning it is not indicating whether or not you are shouting or whispering

What should be happening instead?
Icon should display proximity

Describe how to replicate the bug.
try to cycle proximity

Extra info? This was happening to cops whilst on radio, may not happen to civilians, I am unsure

This can be very awkward/ annoying in scenes where you say something that can change a lot and they don't hear it which leads to either the, having to ask you to shout or them to act some different way because they were not able to hear you.
