I have to admit that the flare gun isn't that strong and i rarely use it but I know that it has it's uses. Hard not to notice that when I'm on 2fort and I'm running across the lovely roof to the other side as the most awesome scout ever that there's typically a pyro up there taking pot shots at the snipers with the flare gun. Course when I see that I jump off the roof and go to the water because running through to intel on fire just isn't fun.

Frankly, the flare gun isn't meant to kill - it's meant to annoy the other team and make them run to mommy for health. Like Woodstock said pop..ssss..medic!
That said, I have been getting kills with this gun and every time I notice and smile since it's somewhat funny. I use the gun when the other team is clumping at long distance or when there's an angle I just want to continually fill with fire....or for a heavy in any situation since they're fat and an easy target.

I'm not too sure. If you pop a low health class with it, the burn out will take away at least half their life if not more. But otherwise its meh. Hard to aim against moving targets if you're not experienced with it. I switched back to the shotgun after I unlocked everything for underwater kills.
