T's can talk at the start of the round

Description of the bug.
When T's join a round shortly after it has started, they are respawned so that they cant play too. When this happens though, they can talk.

What should be happening instead?
T's can't talk.

Join a JB round after it has started, video link shown.

I've noticed this also works with people who join the lobby as a ghost, they still can talk. One dude is micspamming with it

Dude I keep hearing people mic spamming with it! SO ANNOYING.
