If we just shutdown the JB server there's nothing to complain about but there being no JB server.

if we shutdown CS:GO there wil be nothing to complain about but there will be more functional members of society

No. I get your frustration but notify admins of a problematic ct in admin chat so they can better keep an eye on them. We are not all seeing. I understand your frustration because it can suck sometimes.
