Special Day can happen whenever

Description of the bug.
Special Day is broken and does not recognize when there previously was a special day. Wardens can type !sd and choose a special day as much as they want.

What should be happening instead?
It should wait the minimum number of rounds/time before allowing a warden to choose a special day. After a special day has taken place, a warden should not be able to use !sd to start another special day for several rounds.

Describe how to replicate the bug.
type !sd as a warden and then try it again the next round.

Seems to have been fixed. It was still doing it even after map change but It fixed when my CSGO forced a restart.

My favorite bugs are the ones that disappear the moment you try to show them to someone.
