Counter-Strike Duplicate Add a !sm command (Self Mute)

I suggest we add a self mute command, this command would allow players to mute other players for just themselves. I ask of this because sometimes certain players ruin the fun of the game through constantly talking but haven't broken any rules which allow them to be muted. You could also use the CS:GO built in mute feature but that stops working after a few rounds.

I didn't know the CS:GO integrated mute stopped working after a while. If that's the case, the self mute plugin would be nice to have. Adding it to CS:S would also be nice as well since the player list mute is atrocious and doesn't always work.
