Discord Delivered Discord Channel to Announce Awards and Promotions

Many moons ago, there was this great place called the shout box on the forums. One thing a lot of people enjoyed about that (myself included) was it showed when anyone received an award or a field promotion. I think it would be nice to return this in the form of a Discord channel.

Not every award or promotion received is announced somewhere, but it's nice to recognize those who receive either for their accomplishments and congratulate them on a job well done. I'm primarily suggesting to make it an automated system unless someone is willing to manually make a daily post about them. It can be a simple message like "Congratulations to Michael on their promotion to eG!" or "John has been awarded the MS Trainer award. Congratulations!"

I think we've been doing a fair enough job doing it through breaking news (which then gets posted into the channel).

Some promotions that don't get immediately announced get announced somewhere else and EVENTUALLY make it to the front page, so ya know.
