Short description of the bug
After stealing a local car, whenever you get into it again, it sends out another call
Detailed description of the bug
Basically we ran a test on this. When you steal a car, it sends out a call to police. Now it appears to have a 10 second cooldown on it so if you get into it again within that 10 seconds, it doesn't send a call. HOWEVER, if you get into it again after that 10 seconds, it reports as stolen again to the police.
A grand theft auto call should only come the first time the car is stolen. A call should not be sent out whenever you open the door of the vehicle after it's already been hotwired. This basically makes it near impossible to steal a local car and make proper use of it.
