Everyone turns red at last guard

Detailed description of the bug
Pretty much title, leads to CT's killing more T's even if LR has been achieved because they were "rebelling". They turn back to non-rebellers slowly over time like normal rebellers.

This is intended behavior. In the next update, prisoners will be automatically pardoned when LG ends.
