Was looking thru badges and saw the badge of shame, what happened

It was part of an April Fools prank. A fake forum for the Council team was made and everyone had access.

If you go to awards TruthParadox and look at the list of people that have it, most have a funny "secret" as the issue reason

We also just started using it to shame people at one point soon (as you can see by the dates on many of the awardings). Though we eventually said to leave it alone.
