CS:GO Beginner Surf RTV Rank Requirement

Currently new players can just join and RTV people 30mins into classics3 and destroy the dreams of people who are about to finish it (happened twice today) this is very cringe and should not be a thing make it so like apprentice / average rank or higher can rtv

These ranks are easy to achieve but will help a lot with new players just insta rtving cause someone in chat said it
RTV was changed to 65% recently for advanced surf and beginner is sitting in the dust

(I'm aware some people don't like classics1-3 or whatever but it's still weird rtving a new map espically when 10+ people are at the end of a longer map)

shouldve been implemented years ago, but was impossible to push through.
maybe @Trinity will have more luck!!!
