RTD Text Prompt

Detailed description of the bug
Occasionally in text chat, a message prompts you saying that you can enable Roll The Dice (RTD) by voting for it, yet the chat command it provides does not start a vote. I am assuming the RTD plugin is disabled? If so, this automated message is still playing out as if it were enabled.

Pushing an update to remove that tonight. Forgot to clean that automated message.

Yes the plugin is disabled due to a error and would crash the servers.
