Short description of the bug
Turn off nukes in the dodgeball plugin for TF2.

Detailed description of the bug
Currently, nukes are a little bit wonky to include sometimes getting stuck on the player and the only way out is to die and I am suggesting we turn them off by modifying the chances table in the .cfg
