Why can't O level admins perm disable 'RTD' without having to vote for it

it's a shitshow for everyone and no one likes to fight it and causes server lag

there is evidence and accounts to this bullshittery, its generaly unfair to most players, may crash servers, and its annoying when spammed to vote when people want to turn it off/on.

This could've been worded better(Or worded into a suggestion, as to be constructive.); however, the problem does in fact exist.
There should be some level of control over this stuff passed to O-Level admins IMHO as it will allow us to help prevent disruption of the servers. A "Force Stop RTD" command given to O-Level admins has a very low potential for abuse and improves the health of the server. Though I would put forth admins should be using such commands off of that basis alone, over personal opinions of these plugins.

The balance here is delicate, as to some levels the server needs stuff to "mix it up", and on the other hand to a degree, we must figure what exactly the player base wants in those moments. RTD has its time and place & is good for what it's supposed to do, but it CAN also be a negative as some love to point out.

I submit a meeting of sorts might prove well to find the balance. A public TF2 meeting might provide some great data on how to best improve things on our servers, and It'd be nice for some to get together for sure. Another suggestion worth discussing.

it also causes people to get banned for exploiting out of the map, and the lag really sucks. when i play on the server, i have about 100 ping, when someone rolls the bats, suddenly i go up to 160

let me correct myself, what i would like to see is that if rtd is on the server, an O joins, they can turn it on or off if people want them to. When the O leaves it can go back to the voting system as it is now.

Howdy & Holy Necro!

Part of the spring cleaning going on.
As you know RTD is currently out of order, however if we do ever see it's return, we likely won't directly have a command for forcing it off, but impose better controls on how it's started, stopped, and so on.
