Short description of the bug
!rtv/!nominate/black screen/same map

Detailed description of the bug
the commands !rtv and !nominate do not work (i show at the end) and says "Command disabled right now". The map also does not change off of VIP and when the new "map" started I was stuck on a black screen

This issue happens sometimes. I think its linked to the voting program. Generally, a server restart resolves the issue. Map voting and rtv commands have been working as intended as of the past few weeks.
