sitting in windows

Detailed description of the bug
Players are able to jump and sit in windows and other odd places on the server. At one time tech was able to prevent this from happening, or are we allowing this?

There's very clearly a ledge there in the picture provided? I also don't see why maneuvering the map would be not allowed unless its an exploit (pixel surf, out of map glitch, etc)

This isn't cs2. Usually these things aren't able to do and we've prevented and administrated against it. Have the rules changed?
