Low Counter-Strike Jailbreak - !nominate & !rtv changes

!nominate - Remove the 3 round cooldown completely. There is no point in having a cooldown of when you can nominate maps, and I feel like its caused a pretty big issue where maps don't even get nominated as much anymore because of it. Sometimes 3 rounds can last 20+ minutes on a map if rounds are long, and at this point a lot of people would have forgotten to nominate a map.

!rtv - Make !rtv a timer cooldown instead of a 3 round cooldown. This could be anywhere from 5-10 minutes, but you shouldn't need to wait till the map is 60% done to !rtv, especially considering the percentage needed to rock the vote increased.

Agreed, this is incredibly annoying. Often times people want to change maps but cannot. If majority wants rtv, let it happen.
