Counter-Strike Allow special days every round when the population is low

When the JB population is < 7 players, allow !sd to be triggered every round. This would only apply under 7 players and revert to normal restriction at 7+

Pros:

• Much more fun to play when it’s low pop
• People will actually stick around longer instead of waiting for the server to fill, which allows the server to be filled easier

Reasoning for 7-player cutoff:
At 6 players, the server is typically 2 CTs and 4 Ts, which many players don’t consider enough to properly play Jailbreak
